Seminary Ridge Historic Pathway Is Advertized for Bid

Sealed proposals will be received by Gettysburg Borough (Sponsor), at the Borough Office, 59 East High Street, Gettysburg, PA 17325 until 2PM on Friday March 2, 2012 at which time they will be publicly opened and read for the following project: MPMS No.65930


The project consists of the construction of historic pathways and wayfinding exhibits in Gettysburg, PA for the Seminary Ridge Historic Preservation Foundation.  The project is located on the site area bounded by Seminary Ridge, Bufford Avenue, and North Hay Street, adjacent to the buildings of the Lutheran Theological Seminary at Gettysburg.  The pathways will be made of decorative gravel or concrete to tie into existing walkways.  The new pathway is approximately 1600 feet in length.  The project also incorporates some grading and new concrete sidewalk.

Plans and specifications will be available for inspection at the Township Office February 2, 2012. Copies of the bid documents may be procured by prospective bidders by applying to the Architect’s Office, MM architects, inc., 103 South Duke Street, Lancaster, PA 17602 (717.393.3211). The non-refundable cost of reproduction and handling will be $50.00 per set. Mail requests will be an additional $10.00. All checks shall be made payable to “MM architects, inc.”.

Each proposal must be accompanied by a certified check or bid bond payable to “Gettysburg Borough”, in an amount not less than five percent (5%) of the bid total. Only bonds from companies licensed to do business in the State where the Owner is located will be accepted and the bond shall so state same.

Bids must be submitted unconditionally. No bidder may withdraw bid within 60 days after the scheduled closing time for receipt of bids. There will be no pre-bid meeting. The contractor must familiarize himself with the site prior to submitting a bid. Gettysburg Borough and the Seminary Ridge Historic Preservation Foundation reserve the right to reject any or all bids and to waiver any defects or irregularities in the best interest of the Owner or Sponsor.

All work shall be in conformance with the Pennsylvania Department of Transportation Specifications Publication 408, dated 2011, and the Contract Specifications. Bidder must be PennDOT prequalified as specified in Section 102.01 and Section 102.06 ( c ) of Publication 408. Contractors qualifying as subcontractors may submit bids as a prime contractor, consistent with their qualifications.

Gettysburg Borough in accordance with Title IV of the U.S. Civil Rights Act of 1964 and Parts 21 and 23 of 49 CFR, notifies all bidders that it will affirmatively insure that DBE firms will be afforded full opportunity to submit bids in response to this invitation and that no person will be discriminated against on the grounds of race, color, sex, or national origin in consideration for an award.

A DBE goal of 3% is required for this project.
